Overview
The aim of this preliminary project is to develop an Innosuisse application for the development of a participatory financial planning tool on the basis of literature research and expert interviews. Further project partners from the field are to be recruited for this purpose.
As part of the main project, a modular toolbox is to be developed that offers municipalities the opportunity to optimise the financial planning process, make it more transparent and more participatory. The focus is on developing a tool for implementing the concept of participatory financial planning. This gives interested local authorities the opportunity, for example, to involve citizens in the planning and design of important infrastructure projects or to allow citizens themselves to decide on the use of part of the municipal budget. Such participation projects are primarily aimed at groups of people who are less likely to participate in the traditional sense. Another part of the modular toolbox will be a modern financial planning tool. According to a project by students at Lucerne University of Applied Sciences and Arts (2024), many municipalities use an outdated and user-unfriendly financial planning tool.
