Overview
As of 2021, Swisscontact is implementing ‘Boost Employment’ (BE) project in Albania and Kosovo among other active projects. As part of the Swisscontact Development Programme, it is co-financed by SDC (Swiss Agency for Development and Cooperation), Federal Department of Foreign Affairs (FDFA). The objective of this project is to enhance labour market services, access, and resources, and make them more accessible to the unemployed populations. To reach the objective, the project is being extensively engaged in strengthening the systems and capacities of the two employment agencies in Albania and Kosovo, by improving the quality of the provision of the public employment services for the unemployed jobseekers structurally lowly employable, as well as ensuring sustainability and quality assurance of these services. For over a decade, Swisscontact, with its continuous projects and finally with the Boost Employment project, has closely collaborated with the University of Applied Sciences and Arts in Lucerne. This enduring relationship has been focused on introducing the Coaching for Employment methodology and actively implementing this approach with the labour market actors in both countries. The engagement of the University of Applied Sciences and Arts in Lucerne in the organization of this study visit, ensures an efficient use of the time and resources for this visit and provides some insights on the best practices of the employment agencies and non-governmental organizations (NGOs) in Lucerne. These best practices have been adapted and replicated in the context of Albania and Kosovo.
